Gujarat has over 200,000 teachers and very little time to get them prepared for managing COVID-19 protocols ahead of schools re-opening across the state. UNICEF therefore helped develop streamlined e-modules and a digital application that reached across all 33 districts to train teachers on critical COVID-19 and WASH behaviors, and help them benchmark their respective school's access to WASH facilities ahead of the annual WASH in Schools programming.
In Gujarat, UNICEF is supporting the state government in reaching teachers from 40,754 schools in 33 districts actively engaged in a mission mode and undergoing self-learning to prepare themselves to gain knowledge on safe water, sanitation and hygiene (WASH) in schools and COVID-19 related information. This initiative worked on in collaboration between the WASH and Education focal points at UNICEF in Gujarat, and the Education focal point edit the e-modules developed by the WASH focal point.
UNICEF and ASCI facilitated an orientation on the 14th of August, 2020, for teachers, principals, block resource coordinators (BRC), and cluster resource coordinators (CRC). Over 165,000 teachers, BRCs, CRCs and principals from 33 districts joined virtually in one session on the SSG mobile application, making it a new record for WASH training efforts in the state. The State Project Director, SSA, acknowledged and appreciated UNICEF and ASCI for their technical support, after which the SSA issued a policy directive on the 17th of August advising all of the district education officers to ensure that the teachers in their respective areas underwent the training and completed the modules on their mobile phones. This effort complemented the on-going Swachh Bharat Swachh Vidyalaya initiative, under which schools self-registered for the Swachh Vidyalaya Puraskar (SVP), or the ‘Clean School Awards’, and worked to progress against a 5-star benchmarking system that identified the best performing schools at the end of each year.
It is noteworthy here that as of 7th October 2020, a baseline survey using the SSG app was completed, in which a total 218929 (87.3%) completed the digital COVID-19 module and 198,331 (79.1%) completed WASH in School module. Further out of a total 40,754 schools, 39,242 (96.6%) schools completed the baseline survey on the 39 key WASH indicators outlined by the SVP, which allowed the schools to identify gaps in their WASH services and develop a school Swachhta Action Plan (SAP) to address them. As per the dashboard report, out of the total 22,089 school that completed the survey, 1,181 schools (5.30%) achieved a 5-start rating, 12,835 schools (58.10%) achieving 4-stars, 7,544 schools (34.15%) at 3-stars, 402 schools (1.82%) at a 2-star rating and 124 schools (0.56%) rated at 1-star.
UNICEF demonstrated the first SSG application school benchmarking pilot in Sabarkantha district in 2017-18, from which the evidence helped inform capacity building efforts for teachers and SAP develop, improving WASH compliance in schools by 15 per cent in just one year. The evidence based advocacy led to upscaling of the school bench marking tool to 33 districts in Gujarat in August of 2020, with the aim to provide over 7 million children in the state with safe and clean environments for learning and growing.
